Angry Stolen ATV

I had borrowed money from a "friend" and given him my ATV as
collateral. Before I could pay back the money he stopped answering my calls and sold my ATV. I went to the police and they said they wouldn't touch the
situation, however I've looked at many websites that said this is a felony so why won't they go after him?? This was 2 years ago and I'm still making payments on the ATV, I don't even have a title for it!! But it was okay for him to sell it?!?! What can I do???
