Confused Pay Raises

Recently my wife was offered a position out of state which she took. I explained to my employer that I would at some time be looking for a job in that area too. (Giving them plenty of time to train someone else). In Sept 07 everyone in my dept came up for their annual pay raise. As normal management dragged their feet getting them out. After 2 months though I still hadn't received one nor had I given them any indication that I had a new job and was relocating. Yet this is the excuse I got for why I didn't receive a payraise. That since I would be moving the production manager thought it a waste of time to fill out my paperwork. I could understand if I had received complaints on my work, but to say because I might be leaving is a ridiculous reason. Is there any recourse. Is this actually legal.

That unfortunately is not illegal.

Normally best not to let your employer know you are possibly leaving. Think about it from their perspective.
