Default Lunch break stealing time?

My husbands workplace (NC) has said numerous time they only allow a 30 minute lunch break. Yet, one day a week ( the only day he would qualify for a lunch break) they take a full hour pay for this break.
I may be mistaken but isn't this illegal? What should we do?

* He has only been here 4 months. Part-time second job.

That normally is illegal. Report it to the nearest Dept of Labor.
