Confused Employer increased insurance premium without notice

My employer raised my medical insurance premium from $66/mo to $226/mo, and says it's because we're being laid off. When I complained about not receiving notice, he says it was in my personnel manual (which I signed off "acknowledging receipt"), but the wording is unclear and didn't specify any dollar amounts. Although I figured I might be expected to pay the full $66 even if I separated on the 1st day of the month, I never thought the actual premium amount would change...

Now, I'm told by HR, that if I don't pay this $226 for my last month's insurance, the company is going to deny me COBRA.

What recourse do I have?
