Default added work load

I work for a city in a dispatch center and they would like us to take on the responsiblity of dispatching for a smaller neighboring town. The city pays the town money to cover part of the city and would save them money and the town fire department would be able to put another firefighter on the road. There is no benefit to the dispatchers and the city does not want to give us a pay increase due to an increase in work. This will not violate our contract so there is nothing we can do there.

do we have any options to get a pay increase?
