Default State of CA overpaid me and State caught it 2 3/4 years later

I was a former employee of the State of CA, I quit 2 years and 8 months ago (had been employeed for over 5 years by them).

When I quit they paid me for my vacation time. I just received a letter in the mail saying I owe them thousands of dollars as they mistakengly over-compensated me when they cashed me out for my vacation.

Are there any statute of limitations here? Do I have to pay them back? Should I get a lawyer?
