Default Withholding wages (bar tip) for our bartenders

At our restaurant, our bartenders are being "punished" by the management withholding our bar tip outs. Not just hanging on to them, but we will never see the money. Is there a law against withholding expected wages? These wages could equal upwards to at least $100/wk. Thank you.
