Question Papa Johns and the new tip-credit

My employer, Papa Johns is switching delivery drivers over to the tip
credit system in order to avoid the minimum wage increase. My question is if they company is doing this (effectively lowering my pay) should they be
paying me the Federal minimum mileage rate of .585 cents a mile instead of
the curent (under the table) ammount of $2 a delivery?
Also, we have to use our personal cell phones for company calls, should we
be reimbused for these cell charges?
