PTO/sick time hours
My question is if it's an employer's legal responsibility to buyback unused paid time off hours and/or hours from a sick time bank upon employee's leave? My previous employer paid at a 100% for PTO and 75% for the sick time hours (which is technically unused PTO time from a year earlier).

Under FLSA, an employer is not obligated to provide and sick or vacation at all. It falls to the employer to outline how the time off would be handled. If they choose to pay out, that is their choice, if they don't, they are not obligated to pay it out.
