Confused Association Laws

We have an association that says our trash cans can not be visible from the
street/common area. We live on a dead end street where our property makes
an \"L\" shape at the end of the street, so the only way you can see the
side yard is to get out of a vehicle walk up on the front yard to the side
of the house and take a picture of the trash can. Is this legal for the
association to do this and send us a correction notice?
