HOA Charging extra fees.

I got a bill from my HOA telling us that we will all have to pay $600 extra on top of our regular fees. A builder is trying to buy the golf course that runs through our property. What I need to know is: Did the HOA have to tell us that they were thinking of raising the fees for this fight and have a special meeting for us to vote on it? Is there a standard for this sort of thing? The three guys that decided this all live on the golf course (I have no problem if a builder builds new houses on it). When I asked one member why we didn't vote, he said he asked a few people and it seemed like everyone would be for it. He also gave the money to the most expensive law firm in town and I've been told it might be even more in the future if the lawyers needed more money. If I went to small claims court would I be wasting my time? If I went, what HOA standard rule could I quote to show that this was something that should have been voted on? Thanks in advance.

The HOA has rules and by-laws that it must operate under. Normally an increase in charges must be voted on and approved.

Check the documents but almost surely you can ask for a confirmation vote.
