There is an old lien from 1979 on my property that is a left-over from when my mum lived here. The two cousins that lent her money have since died and their executor is willing to discharge the loan. How do we go about doing this? Who do we contact?

A lawyer or title company can help you file the satisfaction of lien and clear it off.
