Is the property bordering a residential street private, belonging to the landowner, with city employee access/priviledges, or is it city owned property? (I am referring to the 6 to 8 feet area outside of the homeowners fence/gate, but still technically part of a "yard" or driveway bordering the roadway)

It depends on what is on your deed; the deed will describe it exactly.
