Default Storm water issues

When i purchased my property i was not made aware of a "private" sewer, that was poorly constructed, that runs through my property.

What happened was, we had some heavy rain storms early in the spring, and
this sewer collapsed due to the large flow of water that comes from the main public road, there is no actual storm water sewers, drains or ditches anywhere in this neighborhood. All of the water comes from the main public road, overflows a stormsewer that is supposedly a private storm sewer according to the local Township, it floods my property including my garage, it has also washed awayabout 50 ton+ of dirt that was once a hill in my yard, i now have a 25 footwide by 15 foot deep hole in my yard.

I took it upon myself to start repairs on this drain, but they have become
out of my league to repair, i do not own the proper equipment to make
repairs, and i also do not feel that i am responsible in maintaining storm
water run off from borough owned and maintained roads, were there is no
adequate drainage being provided.

If there is anything you can suggest for me to do, please reply back and
inform me, i grow tired of shoveling and sweeping 4 inches of mud from my
garage everytime it rains, the local Township has turned their backs on me and claim they have no responsibility in this matter. I just cant understand howit would be expected of me to maintain and create proper drainage for stormwater runoff from public roads.

Did you have a property inspection and/or title company involved when you purchased. Who was the seller--just a regular private owner?
