Unknown owner of property

In front of our house and some feet east is a parcel of land that is bordered by my property on the south and the Union Pacific Railroad on the north. We have maintained this property since 2001. One of our neighbors alleges he owns the property, plus the county road, and the other neighbor's front yard. He has been telling people, even the neighbor, he cannot park in front of his house, and told others they cannot park on "his" property. I have been to the Tax Office for Medina County, Texas and the Appraisal Office. Neither one of them know who owns this parcel. No taxes are paid on it. My neighbor who claims to won it only pays taxes on two lots, but has fenced off part of the property on the south side to keep people from parking there. I have contacted Union Pacific and am waiting to hear from them regarding ownership and TXDOT, eventhough old HWY 90 ran through there says they ahve no interest.

Obviously, my neighbor is attempting to claim squatter rightsm though I do not think he is thinking in this vein. He truly thinks he owns the parcel. What can we do to establish some sort of claim to it?

You can go to court, call the police, or take your own documented steps to assert your or others' control over the property.
