relocation act of 1970

we are being relocated due to highway expansion we are the tenants on a small acreage we have a couple horses and a large family with many vehicles and offroad equipment. the state has moved up project and now wants to reaccess are rental property to not include our horses, can they do this they are part of our family the oldest is 38 in 2 years will be the oldest horse if she lives that long which she probably we take in older or injured animals nobody wants 2 horses, dogs, ext any advice would be welcome, chris from nebraska
