Default Fi-fa letter

My mother-in-law gave me a lot-- I got a letter from the assessors stating that the deed desribed property that belonged to a third party (double deeded property). After numerous letters, they continue to tax the third party (rightful owner) and me under separate tax accounts. QUESTION: If I do not pay the tax, and I get a fi-fa letter, and they realize they have no property to sell, am I still liable for the tax account and penalties?
