Maharashtra parking enclosure issue

I am a Resident of Satara ( Maharashtra ).About 8 years back , From A Builder, I have purchased 2 Residential Flats on Ground Floor, alongwith 2 seperate Car Parkings (admeasuring about 392 sq.ft. each ) attached to these flats. Also I have purchased an open space around my flats admeasuring about 1000 sq.ft.,in Satara.
Initially, Those 2 Car Parkings were kept open . However after few days it was noticed that all other Flat Holders and tresspassers have started using those 2 Parkings, resulting into sheer nueicence to me. To avoid this, I have temperarioly enclosed those parking Areas ,. by the means of Wooden Partition etc. The same action was brought to the notice of Municipal Authority., who in reply have started levying Taxes for the enclousure of two parking Areas @ Regular House Tax Rates. Thus I have been paying Municipal Taxes for those Parking Areas ,regularly for last 6 years.

In this regard, it may please be noted that the Builder has provided adequate Parking Lots and vacant place around the building for All Flat Owners.

However, after few years due to some of the flat owners complaints for the enclosure of my private parking, , Municipal Authorities have ,issued a notice to me to
remove the enclosure of the parking and asked me to open the said Parking Area.
