Default Am i responsible?

I currently own a condo in Alexandria Virginia. The units were built in 1992
& were sold as refurbished new in 2004, (which was when I purchased the
unit). Every year I've had to charge up the air conditioning and its worked
fine through the summer months but this time around the unit would not power
up at all so I figured it was time for a new one. I bought a brand new air
conditioner but the outside unit was still not receiving power & it was
recommended that I hire an electrician to have a look. The electrician came
out and discovered that the internal power line had been burned out and
decomposed over time so they had to run a new line. I say "internal wire" because it was the power line that ran from the outside air conditioner,
underground, through the buildings concrete wall, and into the garage, where
at that point the cable shoots up to the 4th floor, (where my condo is
located). The electrician had found the problem within the first 40 feet or
so, and replaced the cable from that point back to the air conditioning. He had told me that "the wire had burned out/broke right outside building. Wire was not rated for outdoor or underground use." The incorrect wire was used during initial construction. i feel like i should be compensated for the repair charges & recieve credit towards the new AC.
It does state in the condo documents that the owner is responsible in all
regards for any heating, ventilating/cooling, and any components, BUT what
if the "components" were not up to code?
The Question:Should the condo association,or the refurbishing builder be
resposnible for my expenses?
