Seller Did not sent item

Seller took my money but did not send the item. After seller took the money she cancelled the shipment. We did a dispute in paypal.....and she indicated she would pay back the money 625.00. So I sent the seller an email....but I never recieved the money back....this has been since Sept. 16th, 2007. What do I do? Ebay is not helping me, paypal is not helping me and the bank stated it is to late to get the money back. I am a college student and every penny counts....help!

Also, I reported the seller to IC3 (Internet Crime Complaint Center)and called the local police in that area and so far nothing. The police stated they can not do anything. I really have tried all avenues....and I am getting no where. I cannot go to small claims court because I do not have the funds and it will probably cost me more that I can get back. Please Please Help Me!!!!

Small claims is very low cost and the filing fee is usually paid by the loser.

How do I get started if we are in Florida and this persons in Georgia....which state do I go through? It seems like ebay has a lot of complaints about this....should i do a class action suit?
