Ebay car - not the same car as listed

I am a car dealer from Canada and bought a car that was listed on Ebay by a big dealership in Omaha. This car was a 2007 VW Passat and listed as having leather and power seat. The car was delivered and when it arrived, guess what, it does not have leather or powerseat. Normally, I wouldn't make a big deal, but on these Passat's the first package that includes leather is a $4000 dollar package, and you can't get leather with out this package. That makes a huge difference on what this car is worth.

Do I have any legal ground for action? Will me being from Canada have any affect on the outcome? Does me being a Dealer or a business affect anything?

Based on what you say here, you could file suit against them (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney...you could try to collect all of the costs and damages that you suffered
