Default help

Is it illegal to set up a website where people can pay a small fee of around 99p to find the best and safest price for something online? For example, they say what they want and the price range they have; then the website administrator/worker finds the best and safest price and gets back to them within one to two days.

Can you just sell other website addresses like play.com or Amazon to people?
