Never received item from eBay seller

I purchased a hard drive (eBay item #110109891154) from e-bay seller
101compudeals on April 3, 2007, for $100.29 ($84 for drive, $16.29 shipping
with insurance). I have never received it.

I opened a PayPal dispute. He claimed the delay was because he had health issues and couldn't print the label unless I closed the dispute (which he said I could reopen at any time--not true, as I later found out). I closed the dispute. He stated he shipped it on April 27. After I e-mailed him a couple times, he stated that he filed a claim with the USPS on May 7, which seems unlikely, since the USPS doesn\'t allow claims to be made until 21 days after the ship date. I have filed a dispute with eBay and with Square Trade, but all he has to do is wait until 60 days past the sale date and he gets away with this. His feedback received indicates that he has done this to a couple other people. What recourse do I have? Thank you.

You may file a police and/or FBI report for fraud, and file in court where they live as well if you know who they are.
