Nonprofit hiring on a commission basis
Can a nonprofit 501c3 hire an individual to sell ads for an event program and pay them a commission on the ads they sell?

They can do that yes. But make sure you have counsel briefly review all of your plans in that area because it is easy to cross over the line and engage in impermissible actions as well.
