Default Giant Water Pipe Borders Property- Should Be underground?

So to make a long story short, there is a stream that runs between our properties, but it is on my neighbors side. It used to be underground in a pipe, but my neighbor repaired it and now there is an enormous tourquoise 12' pipe laying on the ground flowing the water to the front of the property and into a drain. There are other issues with this, but my main issue is that it is a major eyesore that I believe lowers both of our property values and could be dangerous for toddlers. Is there any sort of law about having this size pipe in the front of your home?- I could understand the side being ok, but the front is an eyesore to the neighborhood and dangerous. I live in Utah and the rental company next door is no help. Thanks for any input or further discussion.

Your city or county codes almost certainly prohibits that.

You should call the city attorney and zoning boards asap.
