Neighbor might as well have a landing strip

Me and the wife have been in the home for about 5 months and have a problem
with the neighbors excessive lighting on the back of our house.They have 3 fixtures with 6 security lights. Its so bad in fact that when we get up in the middle of the night to use the restroom,we are blinded by her security lighting. And now that the weather is getting warmer, we are afraid that we wont be able to use the backyard or deck at night. We already talked to to neighbor,police and community preservation and they said that there is nothing they can do. The neighbor finally called my wife and went off on her because we would not stop calling or knocking on her door. She is very unstable and unpredictable as far as we can tell. All she wants to do is blow us off. Please help!!
