Confused Good Neighbor fence

I share a fence with a neighbor (good neighbor fence) that is falling down. They do not want to help pay to repair it. Is there anything I can do?

You can build you own on your side of the line.

And hold them responsible for tear-down if need be etc. if there are any dangers or damages that the falling fence might cause.
