illegal apartment across the street! help!

across the street from my boyfriends family's house is what used to be their grandparents house, a 4 bedroom house, now it is occupied by as far as we know about 15-20 people. There is a mexican lady and her husband who rent out every possible space in the house including the garage which has been turned into 4 bedrooms! this would not be and issue except that everyone living in the house has to park somewhere. there are no sidewalks so it becomes kind of a free for all. my boyfriends little sister parked parallel to the street the other night and cars pulled in on all 3 sides of her! weve all gotten blocked in at some point and there isnt any point in calling the parking enforcement because it took them 2 months just to have an abandoned car from this house towed! it is pretty obvious that most of the people in this house are illegal and they have no intentions of abiding by American laws. it is a nightmare! please tell me there is something we can do!

You could report them to city officials; it sounds as if the renting situation indeed may not be legal? It may violate city codes.
