Default Neighbors branches leaning in my yard

My sister lives in Bakersfeild CA. Her neighbors tree is hanging in her yard, also there are roots from the tree. She asked him to cut them down as she would like to put up a fence. He told her to find someone to have it done and then pay for it herself. Is this the law or is it his responsibility????

She can trim back to her property line but the tree owner is not required to do it for her unless it poses a danger.
