Default Neighbor want to take a portion of my land threatening me

I am living in my house more than 5 years and did not have any fence issue with my previous neighbor. Few months ago a new neighbor moved in. He immigrated from Iran. Right after that he started bothering me at my home saying that I took his land and that feces have to be moved 2.5 foot inside of my property in length of 45 feet. I showed him the map I got from my layer to prove him wrong, but he continued with extortion threatening with a court. In many occasion he tried to threaten me that if he got on court that I have to pay all associated cost and that it would be better to give him $10.000 or to move fences.

Than I ordered official city plans (took day off of my job). Again, that was not enough to convince him to leave me alone.
As I wanted him get off my back, I hired surveyor who put a landmarks and finally proved him wrong (again took a day off). I gave him an invoice asked him to pay for surveyor. He refused and paid only half.

What are my options? To go on small claim court to ask him to pay for my time lost gathering new plans and for another half of the invoice for surveyor.
Can I file a criminal charges for racketeering or extortion?

It is not illegal to discuss with you, but if he harasses you, you could seek a restraining order that would prohibit him from contacting you in any way.
