I am going to build a fence on my property. Unfotunately there is a 3 foot by 3 foot by 2 foot tall rock on my property that extends about 5 inches onto my neighbors property. Since the majority of the rock is on my property, do I have the right to move it the extra 5 inches onto my property so I can build the fence?

Not really--you two have to agree or get a court order if need be.
