My neighbor brought in fill and blocked flow of a natural stream through our yards. I am uphill of the neighbor and the blockage is flooding my property preventing my leach field(septic) from draining properly, and to add insult to injury my basement flooded this morning for the first time. Help!!!

Based on what you say here, you could file suit against him (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney...you could try to collect all of the costs and damages that you suffered due to his behavior...
