Parking space dispute

My parents and two other neighbours have been haveing problems with a resident over parking on in a public car park owned by the council. They have been bullied and told that they have the rights to park in the first four spaces as these are the closet to thier house. When some one parks in these places they are blocked in by this family. In fact this sort of behaviour has been going on now for around ten years. This errupted into an arguement yesterday when my family where told that they should be aware of the recent events recorded in the news paper.

This disgusting remark refered to the incident in which a young pregnant women was murdered on her doorstep in London, it is suspected that this may have been over parking?

What is the law regaridng this matter and what action can we take in order to resolve this?

You can file a police report for any kind of serious threat--even an implied threat.

I will bear in mind that you can file the threat with the police. What i really would like some advice on is the parking issue and who i can go to get information on the laws surrounding this issue. I am sure that there are many other out there in similar circumstances?

It is not legal to block any car in--call the police and have them towed

Thanks for the replies, it has been quiet lately but we fear that this is just what happens before the storm.

I will keep you informed of what happens next and hope that you can all help me to resolve this for my ageing parents.
