Default bamboo roots

my neighbor has bamboo trees/grass on property line,running type,now roots are overtaking my yard and new shoots are popping up every where,a ditch needs to be dug and a concrete barrier poured in,is he responsable for the work and expense ? we live in illinois.he doesnt want to do anything to help,he said they were there when he bought the house,now he uses it as rental property.i have neither the time nor money to fix myself

You can take whatever steps you need to, up to your property line, but he is normally not responsible to pay for that.
