My neighbor has modified the city storm drain in his yard. There is an easment there. I thought this was illegal. My house has flooded twice since he did this

He is responsible for damage to you when he changes the flow of water on his land and it then damages you. But let him know of course as well asap if not done already so that he can change it. Otherwise sue him for damages and report it to the city.
