I have a tree near the property line at my house. The pine needles fall in my neighbors driveway. Can he sweep them up and dump them in my yard because that is where they came from?

No--he normally has to clean up his property and has to accept some leaves etc. from neighbors trees unless the problem is so severe that it damages his property.
