Can you be more specific? Messing with is too general. There is nuisance behavior and then there is criminal behavior. It depends on what are they doing? Do you have no trespassing signs up? Is your horse on the edge of a road where he could be deemed an attractant or is he off the beaten path?

You can get an order if they are unreasonably bothering the horse, touching it, scaring it etc.
