Confused my property

California, I have a concrete slab with posts and fencing that was built in 1991, I now have some new neighbors that say 5" in on their property and they are demanding I cut back the concrete and remove my fence or give the $2,700. can this neighbor take me to small claims and inforce the issue?

Please help
thank you
