If a dog escapes from the garden and he then bites a dog and the dog that is bitten has bin to vets and the dog who ran off pays vets bill should that pay all the bills? Thanks

Legally, you are obligated to cover the vet bills of the animal that YOUR dog has attacked. Whenever your dog is not within your control you are liable. If the other dog were running around without a leash and the two were on public ground, then you would each be responsible.
