a whole famliy of bad neighbors

I have been living here since 2003,people next to me moved a home onto the lot ,first it was my fence was on their land and they were going to sue me .so they moved the home in anyhow,not uniformed with the other homes on the road ,the meter base is in the front of the home,then they have pit bulls ,two got loose and ate my terrier up pretty bad,they laughed about it ,i called the pound to set traps,we caught it and i took pics of the dog in the county trap.the dog ripped its way out of two cages and they still would not pick this dog up,i filed a complaint about the leash law in sc,the law picked the owner up and gave him a citation,now with all that done the whole family comes next door and says nasty comments to me my wife and son,they rush their motors in front of my house,flip me the finger its just so bad we feel we cant even go into our yard with out somethings going to happen.i cant move ,i can barly keep what i got now,law inforcement seems not to help unless someone is getting beat up,im just too old for that,what can i do please help

Has anything changed with this? I have had the same problems but law enforcement won't help

You can also get a restraining order in civil court requiring them to stay away from you and cease all contact, if the police will not help you do so.
