Default CCTV's and Privacy

My Daughter lives in a Flat, her Neighbor opposite has 'issues' with her living there. She reported (for example) my Daughter to the Landlord that she was keeping pets in the Flat (which of course she was not) and when the Landlord turned up (without warning I might add) to inspect the Property, they were very sheepish to when they found nothing for them to investigate.

Now, the Woman opposite has installed a CCTV Camera that is pointed directly at her Front door - I am not sure why, possibly to catch Cassy (my daughter) doing something she shouldn't!

What I want to know is, the legality of Pointing a Video Recording Device/Camera at somebodies front door.

Is it legal, what are my Daughters rights in this situation; does it constitute harassment or anything similar at all?
