Default neighbor damaged my property

When I was cutting my grass today, I saw 10 inch divots in my yard. They were tandem tracks; the divots are 15 feet long.

My neighbor has a flag lot. I know this individual was the one who decided to back up and put these huge divots in my lawn.

My driveway is damaged as well. The macadam is a little torn up from the tandem trucks.

Who do I notify in this instance?

Based on what you say here, you could file suit against him (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney...you could try to collect all of the costs and damages that you suffered due to his behavior...
