Neighbor has been doing this for 15 years

I have this neghbor behind me with 15 acres and a flag lot. The driveway runs down the side of my property. For the better part of 15 years, this guy has been running countless (in the thousands) tandems, large backhoes, trailers with heavy equipment, etc. The deisel fumes permeate through my home. The noise is unbearable with the heavy equipment going all the time. I've summoned the EPA and HAZMAT authorities; he's still running the equipment. In addition, he's buying, fixing, and selling heavy equipment (backhoes, earth movers, etc.); our properties are NOT zoned for commercial use. We live on a residential street here. He threatened me at a retailer a couple of months ago, after I summoned authorities. My question is, "I need to STOP what he is doing here ASAP." How do I go about doing the above?

Your local elected city officials can investigate and issue an order--or you may have the local judge do so if the use is not proper etc.
