Confused Property Statutory Provision

Our neighbor recently erected a privacy fence 1" on his side of the boundary line. City ordinance dictates the fence panels must be attached to our side of the posts, however, also allows him the right to place the fence right on the line. He was warned by the City that he should allow enough room for maintenance. We will not allow him on our property for the purpose of maintaining the fence. He has threatened a legal battle. He claims that there is a statutory provision in Michigan where a judge can grant him access to our property so that he can maintain his fence. Is this true? If it is true, could someone kindly direct me to the U.S./Michigan law/statute/provision so I can read it for myself? I find it hard to believe that a judge could allow this and I wonder if the neighbor isn't fabricating it.
