Where are OUR rights?

The home on this street is owned by people similar to those from 911.
It is a rental home, the owner decided to move out and rent the house out.

The people who have moved in "there have been 2 tenants over the past 3 yrs" and both were problems. This time it we are dealing with parties very similar to marti gras with 150 teenagers and twenty yr olds up and down our street, this is a resepctable middle class neighborhood and to see this was unreal for all of us. They were hanging out in the backyard of that house and standing on our lawns on cell phones, some urinated on the neighbors lawns, girls pulling pants down next to the cars and urinating in the middle of the street, drinking, yelling and it was just amazing to see how they were carrying on. Cops came to break it up but weeks following another party would break out.

Finally after enforcing the township to act on this, they did, in addition the inground pool is always green and unkept, they also burn charcoal which causes the homeowners around this house health issues "sore throats etc" the bbq's they have often begin at 11pm at night and run into the early mornign hours, so we are awakened by noise and the burning charcoal smell and irritated throats.

The problem also is that this area is white with some indian, and other nationalities, races with only about 3 black families on the block which we all get along just fine, but this family is black and because they are black, they feel that when the cops arrive, it is okay to use black as defense.

I often say "no, it isn't the green pool with mosquito's and rotten egg smell, no, it isn't the pssing on our lawns, and it isn't the noise and rap music blaring at 1am in the morning, it isn't the horn honking and door slamming and bottles clashing and yelling throughout the morning, it is because you are black, right, sure.
Bottom line is, we could care less on this street what color or religion or gender or whatever, it is the lack of respect and the animal behavior that we cannot tolerate anymore. I have seen less animal behavior in a zoo!

It appears that the homeowner has more rights, as well as the renter than this entire street. I am currently getting signatures and petitioning against the homeowner to fix that run down house up, improve the appearance, and the condition of the home and get some decent tenants to move in that will sleep at night light the rest of us do. I don't think these people ever sleep, they grilled last night from 11 to 3am with smoke rising from the grill and the stink, then at 10am this morning when we were trying to recover from our throat irritation, they were out there again grilling. Grilling at 11pm is bad, and then to grill at 10AM?

Any ideas on what we can do other than what we are doing? I worry something will happen, I already lost it and screamed at them like a phsycho on Saturday, I even scared myself because I was so pumped up I didn't know what I was capable of doing. Even my neighbor said her daughter and daughter's husband was outside and heard me, scared them! But they saw why I screamed, they were all out front, on our lawn, blocking our driveway with their cars, talking on their cell phones real loud- The daughters husband yelled "you need a higher fence" I said "no we need a f'n cage to put them all in!"
I don't know how much more we can stand of this, but I do know all the neighbors had it, I am not the only one and the ones who live behind this house are calling us all the time complaining and always calling the cops.
