Confused neighbor with mental issues

Hi, my neighbor is supposed to be on medication. he has a mind of a child and likes to peek into windows. Ours, the other neighbors, he also likes to walk the property line. He has scared my children more than once because he is just weird and scary. The property line is clearly marked. he also has someone else mow his yard and has them come accross to my side on purpose even though the line is clearly marked and we have a sign up that says no tresspassing on it. I don't know what to do. I am on a fixed income and cannot afford a lawyer.

You can get a restraining order if there is some basis to do so.

You would have to show some real cause for concern.

Minor irritation will not justify it normally but if you have a good deal of evidence you could argue at least harassment etc.

call your local police dept and ask they contact someone regarding his tresspassing to assure that who ever is in charge of this man or supervises him, assures he doesn't go roaming around the streets and on to people's yards especially scaring children, even the police will defend when it comes to frightened children.
He is tresspassing- let the officers deal with him. you don't even have to come outside when they arrive. Just let them handle it.
After a certain amount of calls to police they will send out a summons to the person in charge of this man and the person will have to go to court "you will not, it would be police/municipal court against the person in charge".
