EEK! Vengeful neighbors

Reported neighbors 10 years ago because they were constructing a utility building without HOA architectual approval, building permits & on my property line (HOA setbacks are 20'). Since the HOA made them move the building (which they put in their front yard, 20' from property line at my front door) these people have continually harrassed me. They erected a privacy fence which is 8' tall my side, 6' tall else where and turned the bad side to me while the good sides are turned to the woods on other 2 sides. They let their dogs bark continually, telling animal control they didn't bark until I spoke with animal control for 30 minutes while the dogs were barking entire time. Now, they let them bark 10 minutes, house 10 minutes, bark 10 minutes etc...
I have been cussed, spit on & begged to "come over to my yard so I can whoop your a**. Neighbor cuts all my plantings on property line except last month cut things 3-5' on my side (with a chain saw) doing over $4,000 worth of damage. They continually call the police if my sprinkler gets their privacy fence wet.

I get no results from local sheriffs dept. What do I do?

Based on what you say here, you could file suit against them (or at least threaten to do so) in small claims court or in regular court; filing in small claims court is easier and requires no attorney...you could try to collect all of the costs and damages that you suffered due to their behavior...
