trees
my neighbor has a huge blue spruce that is less than 10 feet from my house. it blocks my kitchen window and hangs over the roof and gutters. the gutters are continuously full of pine needles which is causing them to rot since its impossible to clean them in the winter. all of my gutters are full of pine needles and the overhanging branches are causing problems with my roof. i have told the neighbor to cut the tree back but he refuses. also my patio is constantly covered in pine cones and needles and even small branches from this tree. the needles get tracked into the house in the warmer months. he also has a deciduous tree that hangs over my back yard that has dead branches on it. he claims everyone has trees hanging over their yard. i get no sunlight from this tree. what can i do? i am in pennsylvanis.

You can trim back to the property line...you should try to do so reasonably without killing it or seriously damaging it.
