Instructions on form n-600K requesting American citizenship for foreign born grandchild of U.S. citizen parent requests proof that grandparent was residing in the States for 5 years, 2 of which were after the age of 14. Nowhere does it state that the grandparent had to have had the 2 years after the age of 14 by the time the citizen parent was born. I checked the pertaining amendment (Public Law 106-395),and there too it makes no such mention yet, the Department of Homeland Security has added the above in parenthesis and will apparently turn down my request. What is the law and where can I find it?

Dear Sandra,
Having read all the links you sent me, there is no mention that the citizen grandparent is to have lived in the U.S. for at least 2 years after the age of 14 and before the birth of the citizen parent in order for the grandparent to be able to apply for naturalization for the grandchild living outside the U.S. What do I do to argue this case?
