Default Child Support and Naturalization

Hi. My husband is a UK citizen and a current US Permanent Resident. When his status expires, we are considering for him to apply for naturalization. I was going over the application and have a question/concern about the child support payments issue.

My husband has two kids (now 15 and 14) from a previous marriage in the UK. They live with their with their mother. When he left to come here, she was very vindictive and cut off all communication between him and the kids, even having her lawyer draw up a letter stating that the kids didn't want any communication with him (they were 5 and 4 at the time) or anything from him. As such, there has been no communication or any payments or gifts sent after the first year as we had no way of knowing if they were even at the same address. She never asked for support and we didn't send any since all communication and ties had been severed. Only this year has my husband been able to re-establish a relationship with them through Facebook.

Anyway, there was never any request or order to provide support payments - we have done so gladly if we had not been cut out from any contact or information as to even where they were.

My question is how best to handle this on the app. My inclination is to answer that "no, we have not willfully failed to make payments" because it's true. Since re-establishing communication, we have provided a few material things they have requested, but we still have no communication with the mother and she has not asked for anything either.

Any advice/thoughts would be appreciated.
